DraftKings and Circa were the first to secure licenses back in August, when they were awarded Missouri’s two untethered permits. The rest of the list represents the latest round of approvals, expanding the roster of operators preparing to enter the market. Under current rules, the MGC can grant up to 19 retail licenses and 14 online licenses, so additional entrants could still follow.
Partnerships Shape Market Access
Apart from Caesars and PENN Entertainment, which already operate casinos in Missouri, most companies had to partner with local teams or casinos to gain market access:

Beginning in December, Missourians will have access to some of the nation’s biggest sportsbook brands alongside newer entrants. The current approvals are marked as temporary, a standard step during launches. Operators will move toward full licenses after further review by the Commission.
Pre-Registration Opens November 17
Players eager to get started won’t have to wait until launch day. Missouri has confirmed that pre-registration will open on November 17, 2025. Bettors will be able to sign up, make deposits, and claim introductory offers ahead of the official launch, though actual wagering will only be permitted from December 1.
Missouri Sports Betting Background
Missouri’s path to sports betting began when voters narrowly approved Amendment 2 in November 2024 with 50.1% of the vote. The law took effect on December 5, 2024, making Missouri the 39th state to legalize sports betting.
